ALJ COVID-19 Fall 2020 Season Event Management Recommendations

In addition to these recommendations, schools must comply with the guidelines issued by the CDC, NJDOH, NJDOE and local health departments while participating in NJSIAA interscholastic contests. While the recommendations listed below are for all HOME NJSIAA interscholastic contests, many of the rules and limitations pertain specifically to football and the managing of HOME football games.
Spectators - The Governor established outdoor gathering guidelines in NJ Executive Order 161. Please be advised these guidelines may change at any time.
• Outdoor gatherings are limited to 500 people. Currently, the 500-person cap does not include participants or individuals that are on the field of play (athletes, coaches, officials, trainers, etc.). The recommended allotment of spectator distribution is 300 for the home team and 200 for the away team (60% home team and 40% away team, or based on facility capacity).
• All spectators attending outdoor events must wear face coverings, unless it would inhibit the individual’s health. A doctor’s note must be provided at the gate or event in order for a spectator to be allowed entry without a face covering.
• All spectators must follow social distancing guidelines set by the host school district or facility and the New Jersey State Guidelines.
• Officials are required to wear face coverings, unless doing so would inhibit the official’s health, the official is in extreme heat outdoors, or the official is engaged in high intensity aerobic or anaerobic activities.
• If Marching Bands sit in the stands they must be counted in the home team’s 500 spectator limit as well as maintain social distancing protocols.

Tickets
• Arthur L. Johnson (ALJ) High School will be selling tickets to football games.

• ALJ will be using Wristbands for all games - home or away.

• Wristbands will NOT be available at the gate...everything will be distributed in advance of each week's game.


• The reasoning for this is that we want to ensure that parents see their children this season and are guaranteed entrance to all home and away games. For away games it will be football parents (cheerleaders and band will not travel to away contests) and for home games it would be football, football parents, cheerleading, cheerleading parents, band members and band parents that would be guaranteed entrance.

• We will have a spreadsheet that is used at the gate and given to the opposing team’s Athletic Director that verifies the person who is wearing the band.

• I will supply (bring to your school) 200 Wristbands (dated) for each visiting school's Athletic Director the week leading up to our game to distribute however the visiting team decides.
(Hillside, St. Thomas Aquinas).

• I will provide a Wristband (dated) for that game for our spectators to wear to away games.

• All Wristbands will be dated for each game and they will be accompanied by a spread sheet with the person’s name on it to be checked off upon admission.

Locker Rooms - Proper protocols regarding access to locker rooms must be followed based on the guidelines set by the school district.
• Locker rooms must be used for changing (PM live student athletes) and storage of equipment only. Schools must monitor the activity to minimize the amount of time permitted in the locker room.
• No locker room use will be allowed by either the home or visiting team prior to, during, or after the game.
• A sheltered structure may or may not be provided, therefore it is recommended that each away team provides their own sheltered structure.

• No Cheerleaders or Band for visiting teams. Our band and cheer will not travel to away games.
• Band will perform in pre-game as opposed to halftime as per BCC recommendations.
• Concession stand will be open based on the discretion of the ALJ Athletic Booster Club. Only prepackaged drinks and food (i.e. candy, etc.) will be sold. No service at the concession stand without face coverings.
• Visiting Team's transportation are to arrive and enter/exit at the Gate in the ALJ parking lot adjacent to the softball field. If a visiting team member is being transported by a parent that parent will have to drop off the student athlete at the gate adjacent to the softball field. Parents transporting their children WILL NOT be allowed to drop off student athletes in the back of the school by the turf field.
• Visiting Team's will park their buses in the rear of the school (they will be directed by site supervisors / chaperones).
• Based on adherence to the policies outlined, it is the recommendation of the UCC for home sites to hire additional game day personnel to help manage the added responsibilities that have arisen due to the pandemic.

Press Box
• Press box is limited to a timer and announcer when social distancing protocols cannot be maintained.

• Coaches and Camera Staff are to be provided equal vantage points from the press box when a second level is available. Masks are to be worn and social distancing maintained at all times.

• Media personnel are located in the end zone area.

Levels - Every effort should be made to minimize crossover between Varsity, JV and Freshman levels. Crossover can lead to a greater number of student-athletes being sidelined due to exposure to a student who tests positive for COVID-19.
Transportation - Proper protocols regarding athletic transportation must be followed based on the guidelines set by the school district.
• Face coverings are required for all staff and students while on busses, unless it would inhibit the individual’s health. In addition, all windows will remain open for the duration of the bus trip.
• Schools should maintain social distancing practices on buses to the maximum extent practicable.
• Teams should limit travel to essential players and staff.
• Teams should consider parental transportation, if approved by the school district.
• It is recommended that visiting teams keep their busses available for use as needed.

Girls’ Tennis and Boys’ and Girls’ Cross Country will continue to operate contests at the traditional off-site locations of Warinanco Park, Oak Ridge Park, LeGrande Avenue Park, and Kramer Manor Park. These off-site facilities are considered Board of Education Property while in use and Contest Protocols do apply to these locations when Scotch Plains-Fanwood, Union County Conference, Union County Interscholastic Athletic Association, and/or New Jersey State Interscholastic events are occurring. Football at Tyson Field, Scotch Plains-Fanwood High School

• Buses will enter from Westfield Road and keep SPFHS to their right. Drop off at the end of the Parking Lot. Buses will continue on to Cedar Street and park in the labeled “Board of Education” Parking lot on the left side.
• When entering the Tyson Field visiting athletes are required to use the asphalt and walk onto the field through the double gate and to the right toward the visiting bench area. Spectators will take the path around the field toward the visiting bleachers. Spectators are prohibited from entering the double gated area which leads to the field.
• Prior to the game the visiting team may use the Baseball Bleachers during Pre-Game and Halftime. Teams will use the visiting side Flag Pole end of the field to enter and exit for Pre-Game and Halftime. A 10x15 shelter, white or chalkboard, and some chairs will be provided for the team.
• Cheerleaders are permitted and must stay on the visiting sideline at all times. “Hello” cheers are prohibited. Cheerleaders must enter and exit the facility in the same manner as the Football Team.
• Marching Bands are permitted and must stay in the “D” Zone of the track located on the Flag Pole Side of the field. Pre-Game and Halftime performances are not permitted. No seating will be provided for visiting Marching Bands. SPFHS will not have a Marching Band this Fall Season.
• The Restroom for athletes and spectators is adjacent to Tyson Field.


*Face Coverings are required unless wearing a face covering will inhibit the health of the wearer. Please prepare individuals that the site management may request documented evidence of a health condition that precludes wearing a face covering.

**Please make every effort to limit travel rosters for contests as well as on field requests for Administration, Volunteers, Community Members, etc. Coaches and approved on field personnel should be easily identifiable in any manner deemed appropriate by the visiting school (i.e. a created field pass, school ID Badge, etc.)
Scotch Plains-Fanwood Contest Protocol

Girls’ Tennis and Boys’ and Girls’ Cross Country will continue to operate contests at the traditional off-site locations of Warinanco Park, Oak Ridge Park, LeGrande Avenue Park, and Kramer Manor Park. These off-site facilities are considered Board of Education Property while in use and Contest Protocols do apply to these locations when Scotch Plains-Fanwood, Union County Conference, Union County Interscholastic Athletic Association, and/or New Jersey State Interscholastic events are occurring. Parking, spectators, and athlete entry/exit are at the discretion of the facility.

For all athletic contests and scrimmages both the host school and visiting school will be responsible for:

• COVID-19 Pre-Screening of the athletes and coaches
• Immediate notification of a positive COVID-19 result that impacts the athletic contest
• Adhering to the wearing of Face Coverings while entering and exiting the playing facility*
• Limiting the sideline to essential athletes and personnel**
• Maintaining social distance for sideline personnel during the contest, inclusive of the athletes not participating in the contest
• Understanding the socially distanced recitation of the Sportsmanship Policy
• Informing the athletes that pre and postgame handshakes and celebrations are prohibited
• Informing SPFHS Athletic Administration 24 hours prior to the contest of any additional staff attending the contest, i.e. Athletic Director, Principal, BOE Member who is anticipating on field access and communicating how those individuals will be identified.
• Creating and communicating a process to identify approved spectators for the contest. Tyson Field (Field Hockey and Football) have a social distanced capacity of 280; 112 Visiting Spectators and 168 Home Spectators. Wexler Field (Soccer) has a social distanced capacity of 125; 50 Visiting Spectators, 75 Home Spectators. Bleachers and grass areas will be marked and enforced for social distancing. Families may sit together but should be prepared to be asked for identification as a level of compliance assurance.
• Face Covering is required for all spectators.*




Soccer at Wexler Field, Scotch Plains-Fanwood High School

• Buses will drop off in the Parking Lot nearest to Wexler Field and then will be staged at the discretion of the site management. As buses enter SPFHS via Westfield Road continue to keep the building to your righthand side until you see the fields. Buses entering from Cedar Street will see the fields as they enter the Parking Lot. Please make every effort to have buses available throughout the contest to act as a shelter for your team.
• When entering the Wexler Field visiting athletes are required to use the concrete path to the right and walk toward the Visitor Sideline. Visiting spectators must stay to the left and walk toward the bleachers.
• The Restroom for athletes and spectators is adjacent to Tyson Field.

Field Hockey at Tyson Field, Scotch Plains-Fanwood High School

• Buses will drop off in the Parking Lot nearest to Tyson Field and then will be staged at the discretion of the site management.
